關于推進以縣城為重要載體的城鎮化建設的意見

近日(ri),中(zhong)(zhong)共中(zhong)(zhong)央辦公(gong)廳、國務院辦公(gong)廳印發了《關(guan)于推進(jin)以縣城(cheng)為重要載體的(de)城(cheng)鎮化建設的(de)意見》,并發出通知,要求各地區各部(bu)門結(jie)合實際認(ren)真貫徹落實。

《關(guan)于推進以縣(xian)城為(wei)重要(yao)載體(ti)的城鎮化建設的意見(jian)》全文如下(xia)。

縣(xian)城(cheng)(cheng)是我國(guo)城(cheng)(cheng)鎮(zhen)體系的重要組(zu)成部(bu)分,是城(cheng)(cheng)鄉(xiang)融合發(fa)展的關鍵支撐,對促(cu)進新型城(cheng)(cheng)鎮(zhen)化建(jian)設、構建(jian)新型工農城(cheng)(cheng)鄉(xiang)關系具有(you)重要意義(yi)。為推進以縣(xian)城(cheng)(cheng)為重要載體的城(cheng)(cheng)鎮(zhen)化建(jian)設,現提出如下意見。

一、總體要求

(一)指(zhi)導思想。以(yi)習近平新時代(dai)中(zhong)國特色社會主義思想為(wei)指(zhi)導,堅(jian)持以(yi)人為(wei)核心推進(jin)新型城(cheng)(cheng)鎮(zhen)化(hua),尊重(zhong)縣(xian)城(cheng)(cheng)發展(zhan)規律,統籌縣(xian)城(cheng)(cheng)生(sheng)(sheng)產、生(sheng)(sheng)活、生(sheng)(sheng)態、安(an)(an)全需要,因地制宜補齊縣(xian)城(cheng)(cheng)短板弱項(xiang),促進(jin)縣(xian)城(cheng)(cheng)產業配套設(she)施(shi)提(ti)質增效(xiao)、市(shi)政(zheng)公(gong)用設(she)施(shi)提(ti)檔升(sheng)級(ji)、公(gong)共服務設(she)施(shi)提(ti)標擴面、環境基(ji)礎(chu)設(she)施(shi)提(ti)級(ji)擴能(neng),增強縣(xian)城(cheng)(cheng)綜合承載能(neng)力,提(ti)升(sheng)縣(xian)城(cheng)(cheng)發展(zhan)質量(liang),更好滿足農民到縣(xian)城(cheng)(cheng)就業安(an)(an)家需求(qiu)和縣(xian)城(cheng)(cheng)居民生(sheng)(sheng)產生(sheng)(sheng)活需要,為(wei)實施(shi)擴大內(nei)需戰略、協同推進(jin)新型城(cheng)(cheng)鎮(zhen)化(hua)和鄉(xiang)村振興提(ti)供有(you)力支(zhi)撐。

(二(er))工(gong)作(zuo)要求。順應縣(xian)(xian)(xian)城(cheng)(cheng)(cheng)人(ren)口(kou)(kou)流動變化趨勢,立足資源環(huan)境承(cheng)載能力(li)、區(qu)位(wei)條(tiao)件(jian)、產業基礎、功能定(ding)(ding)位(wei),選擇一批條(tiao)件(jian)好(hao)(hao)的縣(xian)(xian)(xian)城(cheng)(cheng)(cheng)作(zuo)為(wei)示范(fan)地區(qu)重點(dian)發(fa)(fa)(fa)展(zhan),防(fang)止人(ren)口(kou)(kou)流失縣(xian)(xian)(xian)城(cheng)(cheng)(cheng)盲目建設(she)(she)(she)。充分(fen)發(fa)(fa)(fa)揮市(shi)場在資源配(pei)置中的決定(ding)(ding)性作(zuo)用(yong)(yong),引導支持各(ge)類(lei)市(shi)場主體(ti)參與(yu)縣(xian)(xian)(xian)城(cheng)(cheng)(cheng)建設(she)(she)(she);更好(hao)(hao)發(fa)(fa)(fa)揮政(zheng)府作(zuo)用(yong)(yong),切(qie)實履行制定(ding)(ding)規劃政(zheng)策、提供公(gong)共服(fu)(fu)務(wu)、營造(zao)制度環(huan)境等方(fang)面職責(ze)。以縣(xian)(xian)(xian)域為(wei)基本(ben)單元推(tui)進(jin)城(cheng)(cheng)(cheng)鄉(xiang)(xiang)融合(he)發(fa)(fa)(fa)展(zhan),發(fa)(fa)(fa)揮縣(xian)(xian)(xian)城(cheng)(cheng)(cheng)連(lian)接(jie)城(cheng)(cheng)(cheng)市(shi)、服(fu)(fu)務(wu)鄉(xiang)(xiang)村(cun)(cun)作(zuo)用(yong)(yong),增強對鄉(xiang)(xiang)村(cun)(cun)的輻射帶動能力(li),促進(jin)縣(xian)(xian)(xian)城(cheng)(cheng)(cheng)基礎設(she)(she)(she)施和公(gong)共服(fu)(fu)務(wu)向鄉(xiang)(xiang)村(cun)(cun)延(yan)伸覆蓋,強化縣(xian)(xian)(xian)城(cheng)(cheng)(cheng)與(yu)鄰近(jin)城(cheng)(cheng)(cheng)市(shi)發(fa)(fa)(fa)展(zhan)的銜接(jie)配(pei)合(he)。統籌發(fa)(fa)(fa)展(zhan)和安全,嚴格(ge)落實耕(geng)地和永久基本(ben)農田、生態保護紅線、城(cheng)(cheng)(cheng)鎮開發(fa)(fa)(fa)邊(bian)界,守(shou)住(zhu)歷史文化根脈,防(fang)止大拆大建、貪大求洋,嚴格(ge)控(kong)制撤縣(xian)(xian)(xian)建市(shi)設(she)(she)(she)區(qu),防(fang)控(kong)災(zai)害事故風險(xian),防(fang)范(fan)地方(fang)政(zheng)府債務(wu)風險(xian)。

(三)發展(zhan)目標。到(dao)2025年,以(yi)縣(xian)城(cheng)為重(zhong)(zhong)要載體(ti)的(de)城(cheng)鎮化(hua)建(jian)設(she)取得重(zhong)(zhong)要進(jin)(jin)展(zhan),縣(xian)城(cheng)短板弱項進(jin)(jin)一(yi)步補(bu)齊補(bu)強(qiang)(qiang),一(yi)批具(ju)有(you)良好區位優勢和產業基(ji)礎、資源(yuan)(yuan)環境承載能(neng)力較強(qiang)(qiang)、集聚人口(kou)經濟條件較好的(de)縣(xian)城(cheng)建(jian)設(she)取得明顯(xian)(xian)成效,公共資源(yuan)(yuan)配置與常住(zhu)人口(kou)規模(mo)基(ji)本(ben)(ben)(ben)匹配,特色優勢產業發展(zhan)壯大(da),市(shi)政設(she)施(shi)基(ji)本(ben)(ben)(ben)完備,公共服務全面提升(sheng),人居環境有(you)效改善,綜合承載能(neng)力明顯(xian)(xian)增強(qiang)(qiang),農民到(dao)縣(xian)城(cheng)就(jiu)業安家規模(mo)不斷擴大(da),縣(xian)城(cheng)居民生活(huo)品質明顯(xian)(xian)改善。再經過一(yi)個時期的(de)努(nu)力,在(zai)全國范圍(wei)內基(ji)本(ben)(ben)(ben)建(jian)成各具(ju)特色、富(fu)有(you)活(huo)力、宜居宜業的(de)現(xian)代化(hua)縣(xian)城(cheng),與鄰(lin)近大(da)中(zhong)城(cheng)市(shi)的(de)發展(zhan)差距顯(xian)(xian)著縮小,促進(jin)(jin)城(cheng)鎮體(ti)系完善、支撐城(cheng)鄉融合發展(zhan)作用(yong)進(jin)(jin)一(yi)步彰顯(xian)(xian)。

二、科(ke)學把握(wo)功能定位,分(fen)類(lei)引導縣城發展(zhan)方向(xiang)

(四)加(jia)快(kuai)發展(zhan)大城(cheng)(cheng)(cheng)市(shi)周邊縣城(cheng)(cheng)(cheng)。支持位于城(cheng)(cheng)(cheng)市(shi)群和都市(shi)圈范圍內的(de)縣城(cheng)(cheng)(cheng)融入鄰近(jin)大城(cheng)(cheng)(cheng)市(shi)建設發展(zhan),主(zhu)動承(cheng)接人口、產(chan)業、功能特別(bie)是一(yi)般性制造業、區域性物流(liu)基地、專業市(shi)場(chang)、過(guo)度集中的(de)公共服(fu)務資源疏(shu)解轉移,強化快(kuai)速交通連接,發展(zhan)成(cheng)為與鄰近(jin)大城(cheng)(cheng)(cheng)市(shi)通勤(qin)便捷、功能互補、產(chan)業配套的(de)衛星縣城(cheng)(cheng)(cheng)。

(五(wu))積(ji)極培(pei)育專(zhuan)業功能(neng)縣(xian)(xian)城。支持具有資源、交(jiao)通(tong)等優勢的縣(xian)(xian)城發(fa)揮專(zhuan)業特(te)長,培(pei)育發(fa)展特(te)色經(jing)濟和(he)(he)支柱產業,強(qiang)化(hua)產業平(ping)臺支撐,提(ti)高就業吸納能(neng)力,發(fa)展成為先進制造(zao)、商(shang)貿(mao)流通(tong)、文(wen)化(hua)旅游等專(zhuan)業功能(neng)縣(xian)(xian)城。支持邊(bian)境縣(xian)(xian)城完善基(ji)礎設(she)施,強(qiang)化(hua)公共服務和(he)(he)邊(bian)境貿(mao)易等功能(neng),提(ti)升人口(kou)集聚能(neng)力和(he)(he)守邊(bian)固邊(bian)能(neng)力。

(六)合理發(fa)展農(nong)(nong)(nong)產(chan)(chan)品(pin)主(zhu)(zhu)產(chan)(chan)區縣(xian)城。推(tui)動位于農(nong)(nong)(nong)產(chan)(chan)品(pin)主(zhu)(zhu)產(chan)(chan)區內的縣(xian)城集聚發(fa)展農(nong)(nong)(nong)村二(er)三(san)產(chan)(chan)業(ye)(ye),延長農(nong)(nong)(nong)業(ye)(ye)產(chan)(chan)業(ye)(ye)鏈(lian)條,做(zuo)優做(zuo)強農(nong)(nong)(nong)產(chan)(chan)品(pin)加工業(ye)(ye)和農(nong)(nong)(nong)業(ye)(ye)生產(chan)(chan)性服務(wu)業(ye)(ye),更多吸納縣(xian)域內農(nong)(nong)(nong)業(ye)(ye)轉移人口,為有效服務(wu)“三(san)農(nong)(nong)(nong)”、保障糧食安全提供支撐(cheng)。

(七(qi))有序(xu)發(fa)展(zhan)重點生態功(gong)能(neng)區縣(xian)城。推動(dong)位于重點生態功(gong)能(neng)區內的(de)縣(xian)城逐步有序(xu)承接生態地區超載人口(kou)轉移(yi),完善財政轉移(yi)支付制度(du),增強公共服務供(gong)給(gei)能(neng)力,發(fa)展(zhan)適宜(yi)產業和清潔能(neng)源,為(wei)保護修復(fu)生態環境(jing)、筑牢生態安全屏障提供(gong)支撐。

(八(ba))引導(dao)人(ren)口(kou)(kou)流(liu)失縣城轉(zhuan)型發(fa)展(zhan)。結合城鎮發(fa)展(zhan)變化態勢(shi),推動人(ren)口(kou)(kou)流(liu)失縣城嚴控城鎮建設用(yong)地增量、盤活存量,促進人(ren)口(kou)(kou)和(he)公共服務資源適度集中,加強民生保障(zhang)和(he)救助(zhu)扶助(zhu),有序引導(dao)人(ren)口(kou)(kou)向(xiang)鄰近的經濟發(fa)展(zhan)優勢(shi)區域轉(zhuan)移,支持有條(tiao)件(jian)的資源枯竭(jie)縣城培育接續替代產業。

三、培(pei)育發展特色優勢產業(ye),穩定擴大(da)縣城就業(ye)崗(gang)位

(九)增強(qiang)(qiang)縣城產(chan)(chan)業(ye)支撐能力。重點發(fa)展(zhan)比較優勢明顯、帶動農(nong)業(ye)農(nong)村(cun)能力強(qiang)(qiang)、就業(ye)容量(liang)大的產(chan)(chan)業(ye),統籌培育(yu)本地產(chan)(chan)業(ye)和承(cheng)接外部產(chan)(chan)業(ye)轉(zhuan)(zhuan)移(yi),促進產(chan)(chan)業(ye)轉(zhuan)(zhuan)型升(sheng)級。突出特色、錯位發(fa)展(zhan),因地制宜發(fa)展(zhan)一(yi)般(ban)性(xing)制造業(ye)。以“糧頭(tou)食尾(wei)”、“農(nong)頭(tou)工尾(wei)”為抓手,培育(yu)農(nong)產(chan)(chan)品加工業(ye)集(ji)群(qun),發(fa)展(zhan)農(nong)資供(gong)應、技術集(ji)成、倉儲物流、農(nong)產(chan)(chan)品營銷(xiao)等農(nong)業(ye)生(sheng)產(chan)(chan)性(xing)服務業(ye)。根據文(wen)化旅游(you)資源稟賦,培育(yu)文(wen)化體驗、休閑度假、特色民宿(su)、養(yang)生(sheng)養(yang)老等產(chan)(chan)業(ye)。

(十)提升(sheng)產(chan)業平臺功能。依托各類開(kai)發區(qu)、產(chan)業集聚區(qu)、農(nong)民工(gong)返(fan)鄉創(chuang)業園等(deng)平臺,引(yin)導縣域產(chan)業集中(zhong)集聚發展(zhan)。支持符(fu)合(he)條件的縣城建設產(chan)業轉型(xing)升(sheng)級示(shi)范園區(qu)。根據需(xu)要配置公共(gong)配套設施,健全標準廠(chang)房(fang)、通用基(ji)礎(chu)制造裝備(bei)、共(gong)性技術研(yan)發儀器設備(bei)、質量(liang)基(ji)礎(chu)設施、倉儲集散回收設施。鼓勵農(nong)民工(gong)集中(zhong)的產(chan)業園區(qu)及企業建設集體宿舍。

(十一)健全商貿(mao)流(liu)(liu)(liu)通網絡(luo)。發展物(wu)流(liu)(liu)(liu)中心(xin)和(he)專(zhuan)業市場(chang),打造工業品和(he)農產品分撥(bo)中轉地。根據需要建(jian)設(she)(she)鐵路專(zhuan)用(yong)線,依托交通場(chang)站建(jian)設(she)(she)物(wu)流(liu)(liu)(liu)設(she)(she)施(shi)。建(jian)設(she)(she)具備(bei)運(yun)輸倉(cang)儲(chu)、集(ji)散(san)分撥(bo)等功能(neng)的物(wu)流(liu)(liu)(liu)配送中心(xin),發展物(wu)流(liu)(liu)(liu)共同配送,鼓勵(li)社會力量布設(she)(she)智能(neng)快件(jian)(jian)箱。改善農貿(mao)市場(chang)交易棚(peng)廳(ting)等經營條件(jian)(jian),完善冷鏈(lian)物(wu)流(liu)(liu)(liu)設(she)(she)施(shi),建(jian)設(she)(she)面向城市消費的生(sheng)鮮(xian)食品低溫(wen)加(jia)工處(chu)理中心(xin)。

(十二)完善(shan)(shan)(shan)消(xiao)(xiao)費(fei)基(ji)礎(chu)設(she)(she)施(shi)。圍繞產(chan)業(ye)轉型(xing)升級(ji)和(he)居民消(xiao)(xiao)費(fei)升級(ji)需求(qiu),改善(shan)(shan)(shan)縣城消(xiao)(xiao)費(fei)環(huan)境。改造提升百(bai)貨商(shang)場(chang)、大(da)型(xing)賣場(chang)、特色商(shang)業(ye)街,發展新型(xing)消(xiao)(xiao)費(fei)集聚區。完善(shan)(shan)(shan)消(xiao)(xiao)費(fei)服務中心(xin)、公共交(jiao)通(tong)站點(dian)、智(zhi)能引導(dao)系(xi)(xi)統、安全保(bao)障(zhang)設(she)(she)施(shi),配(pei)置(zhi)電子商(shang)務硬(ying)件設(she)(she)施(shi)及軟件系(xi)(xi)統,建設(she)(she)展示交(jiao)易公用空間。完善(shan)(shan)(shan)游(you)客服務中心(xin)、旅(lv)游(you)道路、旅(lv)游(you)廁所等(deng)配(pei)套設(she)(she)施(shi)。

(十三)強化職(zhi)(zhi)業(ye)技(ji)(ji)能(neng)(neng)培訓(xun)(xun)。大規(gui)模開展(zhan)面向農(nong)民工(gong)特別(bie)是困難農(nong)民工(gong)的職(zhi)(zhi)業(ye)技(ji)(ji)能(neng)(neng)培訓(xun)(xun),提高其技(ji)(ji)能(neng)(neng)素質和(he)穩定就(jiu)業(ye)能(neng)(neng)力(li)。統籌發揮企(qi)業(ye)、職(zhi)(zhi)業(ye)學(xue)校、技(ji)(ji)工(gong)學(xue)校作用,聚焦新職(zhi)(zhi)業(ye)新工(gong)種和(he)緊(jin)缺崗位加強職(zhi)(zhi)業(ye)技(ji)(ji)能(neng)(neng)培訓(xun)(xun),提高與(yu)市場需求契(qi)合度(du)。推動公共(gong)實訓(xun)(xun)基地共(gong)建(jian)共(gong)享,建(jian)設職(zhi)(zhi)業(ye)技(ji)(ji)能(neng)(neng)培訓(xun)(xun)線(xian)上平臺。落實好培訓(xun)(xun)補貼政策,暢通培訓(xun)(xun)補貼直達企(qi)業(ye)和(he)培訓(xun)(xun)者渠(qu)道。

四、完善市政設施體系,夯實縣城運行基礎支撐(cheng)

(十四(si))完善(shan)市政交通(tong)設(she)(she)(she)(she)施(shi)。完善(shan)機動車(che)(che)道(dao)、非(fei)機動車(che)(che)道(dao)、人(ren)行道(dao),健全(quan)配套交通(tong)管(guan)理設(she)(she)(she)(she)施(shi)和交通(tong)安全(quan)設(she)(she)(she)(she)施(shi)。建(jian)(jian)設(she)(she)(she)(she)以配建(jian)(jian)停車(che)(che)場為主(zhu)、路(lu)外公(gong)(gong)(gong)共停車(che)(che)場為輔、路(lu)內(nei)停車(che)(che)為補充的停車(che)(che)系統。優化公(gong)(gong)(gong)共充換電設(she)(she)(she)(she)施(shi)建(jian)(jian)設(she)(she)(she)(she)布局(ju),加快(kuai)建(jian)(jian)設(she)(she)(she)(she)充電樁。完善(shan)公(gong)(gong)(gong)路(lu)客運(yun)站(zhan)服(fu)務(wu)功能,加強公(gong)(gong)(gong)路(lu)客運(yun)站(zhan)土(tu)地(di)綜合開(kai)發利用。建(jian)(jian)設(she)(she)(she)(she)公(gong)(gong)(gong)共交通(tong)場站(zhan),優化公(gong)(gong)(gong)交站(zhan)點布設(she)(she)(she)(she)。

(十(shi)五)暢通(tong)(tong)對外連接通(tong)(tong)道。提高縣(xian)城(cheng)(cheng)與周邊大中城(cheng)(cheng)市互聯互通(tong)(tong)水平,擴大干線(xian)鐵路(lu)、高速公(gong)(gong)路(lu)、國(guo)省干線(xian)公(gong)(gong)路(lu)等覆蓋(gai)面。推進(jin)縣(xian)城(cheng)(cheng)市政道路(lu)與干線(xian)公(gong)(gong)路(lu)高效銜接,有序(xu)開展干線(xian)公(gong)(gong)路(lu)過境段、進(jin)出城(cheng)(cheng)瓶頸路(lu)段升(sheng)級(ji)改造。支(zhi)持有需(xu)要的縣(xian)城(cheng)(cheng)開通(tong)(tong)與周邊城(cheng)(cheng)市的城(cheng)(cheng)際公(gong)(gong)交,開展客運班線(xian)公(gong)(gong)交化改造。引導有條件的大城(cheng)(cheng)市軌(gui)道交通(tong)(tong)適當向周邊縣(xian)城(cheng)(cheng)延伸。

(十六(liu))健全防洪(hong)排澇(lao)(lao)(lao)設(she)施(shi)。堅持防御外洪(hong)與(yu)治理(li)內澇(lao)(lao)(lao)并(bing)重,逐步消除嚴重易澇(lao)(lao)(lao)積水(shui)(shui)區段。實施(shi)排水(shui)(shui)管網(wang)和泵站建設(she)改(gai)造(zao),修復破損和功能失效設(she)施(shi)。建設(she)排澇(lao)(lao)(lao)通道(dao)(dao),整治河(he)道(dao)(dao)、湖(hu)塘、排洪(hong)溝、道(dao)(dao)路邊溝,確保與(yu)管網(wang)排水(shui)(shui)能力(li)相匹配。推進雨水(shui)(shui)源頭(tou)減排,增(zeng)強地(di)面滲水(shui)(shui)能力(li)。完善堤線布置(zhi)和河(he)流護岸工程,合理(li)建設(she)截洪(hong)溝等設(she)施(shi),降低外洪(hong)入城風(feng)險。

(十七)增強(qiang)防(fang)災減(jian)災能(neng)(neng)力(li)(li)。健全災害(hai)監測體(ti)系,提高(gao)(gao)預(yu)警預(yu)報水平。采(cai)取搬(ban)遷避(bi)讓和工程(cheng)治理等(deng)(deng)(deng)手段,防(fang)治泥(ni)石流、崩塌、滑坡、地(di)(di)面(mian)塌陷等(deng)(deng)(deng)地(di)(di)質災害(hai)。提高(gao)(gao)建(jian)(jian)筑抗災能(neng)(neng)力(li)(li),開展重(zhong)要建(jian)(jian)筑抗震鑒定及加(jia)固改造。推進公共建(jian)(jian)筑消(xiao)防(fang)設(she)施(shi)達標建(jian)(jian)設(she),規劃布局消(xiao)防(fang)栓、蓄水池、微型消(xiao)防(fang)站等(deng)(deng)(deng)配套設(she)施(shi)。合理布局應(ying)急避(bi)難場(chang)所,強(qiang)化體(ti)育場(chang)館等(deng)(deng)(deng)公共建(jian)(jian)筑應(ying)急避(bi)難功能(neng)(neng)。完善(shan)供水、供電、通信等(deng)(deng)(deng)城市生命線備(bei)用(yong)設(she)施(shi),加(jia)強(qiang)應(ying)急救災和搶險救援能(neng)(neng)力(li)(li)建(jian)(jian)設(she)。

(十(shi)八)加(jia)強老(lao)化管(guan)網改(gai)(gai)造(zao)(zao)。全面(mian)推進(jin)老(lao)化燃氣(qi)管(guan)道(dao)更(geng)新改(gai)(gai)造(zao)(zao),重點改(gai)(gai)造(zao)(zao)不(bu)符合標(biao)準規范、存在安全隱(yin)患的燃氣(qi)管(guan)道(dao)、燃氣(qi)場站、居民(min)戶內設(she)施(shi)及(ji)監測(ce)設(she)施(shi)。改(gai)(gai)造(zao)(zao)水質(zhi)不(bu)能穩定達標(biao)水廠(chang)及(ji)老(lao)舊破損供水管(guan)網。推進(jin)老(lao)化供熱(re)管(guan)道(dao)更(geng)新改(gai)(gai)造(zao)(zao),提高北(bei)方地(di)區縣(xian)城(cheng)集中供暖比例。開展電(dian)網升級改(gai)(gai)造(zao)(zao),推動(dong)必要的路面(mian)電(dian)網及(ji)通信(xin)網架空線入地(di)。

(十九)推動(dong)(dong)老舊(jiu)小(xiao)區(qu)(qu)(qu)(qu)改(gai)(gai)造(zao)(zao)(zao)。加快改(gai)(gai)造(zao)(zao)(zao)建成年代較早(zao)、失養失修失管、配(pei)套設(she)(she)施不完善、居民(min)改(gai)(gai)造(zao)(zao)(zao)意愿強烈的住宅小(xiao)區(qu)(qu)(qu)(qu),改(gai)(gai)善居民(min)基(ji)本居住條件。完善老舊(jiu)小(xiao)區(qu)(qu)(qu)(qu)及周邊水電路氣(qi)熱信(xin)等配(pei)套設(she)(she)施,加強無障礙設(she)(she)施建設(she)(she)改(gai)(gai)造(zao)(zao)(zao)。科學布局社區(qu)(qu)(qu)(qu)綜合服(fu)務設(she)(she)施,推進養老托(tuo)育等基(ji)本公(gong)共服(fu)務便捷供給。結合老舊(jiu)小(xiao)區(qu)(qu)(qu)(qu)改(gai)(gai)造(zao)(zao)(zao),統(tong)籌推動(dong)(dong)老舊(jiu)廠區(qu)(qu)(qu)(qu)、老舊(jiu)街區(qu)(qu)(qu)(qu)、城(cheng)中村改(gai)(gai)造(zao)(zao)(zao)。

(二(er)十)推(tui)(tui)(tui)進(jin)數字(zi)化(hua)改(gai)造(zao)。建(jian)設新(xin)型基礎(chu)設施,發展智(zhi)(zhi)(zhi)慧縣城。推(tui)(tui)(tui)動第五代(dai)移(yi)動通信網絡(luo)規模化(hua)部(bu)署,建(jian)設高速光纖寬帶(dai)網絡(luo)。推(tui)(tui)(tui)行(xing)(xing)縣城運行(xing)(xing)一網統管,促進(jin)市政(zheng)公用設施及建(jian)筑等物聯網應用、智(zhi)(zhi)(zhi)能(neng)化(hua)改(gai)造(zao),部(bu)署智(zhi)(zhi)(zhi)能(neng)電表和(he)智(zhi)(zhi)(zhi)能(neng)水表等感(gan)知終端。推(tui)(tui)(tui)行(xing)(xing)政(zheng)務服(fu)務一網通辦,提(ti)供(gong)工商、稅務、證照證明、行(xing)(xing)政(zheng)許可等辦事便利(li)。推(tui)(tui)(tui)行(xing)(xing)公共服(fu)務一網通享,促進(jin)學(xue)校(xiao)、醫院、圖(tu)書(shu)館等資(zi)源(yuan)數字(zi)化(hua)。

五、強化公共服務供給,增(zeng)進(jin)縣城民生(sheng)福祉

(二十一)完(wan)善(shan)醫療衛生體系。推(tui)(tui)進(jin)縣(xian)(xian)級(ji)(ji)醫院(yuan)(含中(zhong)醫院(yuan))提標改造,提高(gao)傳(chuan)染病(bing)檢(jian)測診治和(he)重(zhong)癥(zheng)監(jian)護救(jiu)治能(neng)力,依托縣(xian)(xian)級(ji)(ji)醫院(yuan)建(jian)設(she)(she)縣(xian)(xian)級(ji)(ji)急救(jiu)中(zhong)心。支持(chi)縣(xian)(xian)域人口達(da)到(dao)一定規模(mo)的縣(xian)(xian)完(wan)善(shan)縣(xian)(xian)級(ji)(ji)醫院(yuan),推(tui)(tui)動達(da)到(dao)三級(ji)(ji)醫院(yuan)設(she)(she)施條件和(he)服務能(neng)力。推(tui)(tui)進(jin)縣(xian)(xian)級(ji)(ji)疾(ji)控中(zhong)心建(jian)設(she)(she),配齊疾(ji)病(bing)監(jian)測預警、實驗室檢(jian)測、現場處置等(deng)設(she)(she)備。完(wan)善(shan)縣(xian)(xian)級(ji)(ji)婦(fu)幼(you)保健(jian)機(ji)構設(she)(she)施設(she)(she)備。建(jian)立省(自治區、直轄市(shi))和(he)地級(ji)(ji)及以(yi)上城市(shi)三甲醫院(yuan)對薄(bo)弱縣(xian)(xian)級(ji)(ji)醫院(yuan)的幫扶機(ji)制。

(二十二)擴(kuo)大教(jiao)育資源供給(gei)。推進義(yi)務教(jiao)育學(xue)(xue)校擴(kuo)容(rong)增(zeng)位(wei),按照辦(ban)學(xue)(xue)標準(zhun)改善教(jiao)學(xue)(xue)和(he)生活設施。鼓勵(li)高(gao)中(zhong)階(jie)段(duan)學(xue)(xue)校多(duo)樣化發(fa)展(zhan),全面改善縣(xian)域普通高(gao)中(zhong)辦(ban)學(xue)(xue)條件(jian),基本(ben)消除普通高(gao)中(zhong)“大班額(e)”現象。鼓勵(li)發(fa)展(zhan)職業學(xue)(xue)校,深入推進產教(jiao)融合。完善幼(you)兒園布局,大力發(fa)展(zhan)公辦(ban)幼(you)兒園,引導扶持(chi)民辦(ban)幼(you)兒園提(ti)供普惠性(xing)服務。落實農民工隨(sui)遷(qian)子女入學(xue)(xue)和(he)轉(zhuan)學(xue)(xue)政策(ce),保(bao)障(zhang)學(xue)(xue)齡前(qian)兒童和(he)義(yi)務教(jiao)育階(jie)段(duan)學(xue)(xue)生入學(xue)(xue)。

(二十三)發(fa)展養老(lao)(lao)托育(yu)(yu)服(fu)(fu)(fu)務(wu)。提(ti)升公(gong)辦養老(lao)(lao)機(ji)(ji)構服(fu)(fu)(fu)務(wu)能力,完善(shan)公(gong)建民營管理機(ji)(ji)制,提(ti)供基(ji)本養老(lao)(lao)和(he)長期照護服(fu)(fu)(fu)務(wu)。擴大普惠(hui)養老(lao)(lao)床位(wei)供給,扶持(chi)護理型民辦養老(lao)(lao)機(ji)(ji)構發(fa)展,鼓(gu)勵社(she)(she)會力量建設完善(shan)社(she)(she)區居家(jia)養老(lao)(lao)服(fu)(fu)(fu)務(wu)網絡,提(ti)供失(shi)能護理、日間照料及(ji)助(zhu)(zhu)餐助(zhu)(zhu)浴助(zhu)(zhu)潔(jie)助(zhu)(zhu)醫助(zhu)(zhu)行等服(fu)(fu)(fu)務(wu)。推(tui)進公(gong)共設施適老(lao)(lao)化改造。發(fa)展普惠(hui)性托育(yu)(yu)服(fu)(fu)(fu)務(wu),支持(chi)社(she)(she)會力量發(fa)展綜合托育(yu)(yu)服(fu)(fu)(fu)務(wu)機(ji)(ji)構和(he)社(she)(she)區托育(yu)(yu)服(fu)(fu)(fu)務(wu)設施,支持(chi)有條件(jian)(jian)的(de)用人(ren)單位(wei)為職工(gong)提(ti)供托育(yu)(yu)服(fu)(fu)(fu)務(wu),支持(chi)有條件(jian)(jian)的(de)幼(you)兒(er)園開(kai)設托班招(zhao)收(shou)2至3歲幼(you)兒(er)。

(二(er)十四)優化文(wen)化體(ti)育設(she)施。根(gen)據需要完善公共(gong)(gong)圖書館(guan)、文(wen)化館(guan)、博物(wu)館(guan)等場(chang)(chang)(chang)館(guan)功(gong)能,發(fa)展智慧廣(guang)電平(ping)臺和(he)融(rong)媒(mei)體(ti)中(zhong)心,完善應急廣(guang)播(bo)體(ti)系。建(jian)設(she)全民(min)健身(shen)中(zhong)心、公共(gong)(gong)體(ti)育場(chang)(chang)(chang)、健身(shen)步道、社會足(zu)球場(chang)(chang)(chang)地、戶外運動公共(gong)(gong)服務設(she)施,加快推進學(xue)校場(chang)(chang)(chang)館(guan)開放共(gong)(gong)享。有(you)序建(jian)設(she)體(ti)育公園,打造綠(lv)色便(bian)捷的(de)居(ju)民(min)健身(shen)新載體(ti)。

(二十五(wu))完善(shan)社會福利設(she)施(shi)(shi)。建(jian)(jian)設(she)專業化殘疾人康(kang)復、托養、綜合服務設(she)施(shi)(shi)。完善(shan)兒(er)童福利機(ji)構及(ji)殘疾兒(er)童康(kang)復救助定點機(ji)構,建(jian)(jian)設(she)未成(cheng)年人救助保護(hu)機(ji)構和保護(hu)工作站(zhan)。依(yi)托現有社會福利設(she)施(shi)(shi)建(jian)(jian)設(she)流浪乞討人員救助管理設(she)施(shi)(shi)。建(jian)(jian)設(she)公益性殯(bin)葬設(she)施(shi)(shi),改(gai)造老舊殯(bin)儀館。

六、加強歷史(shi)文(wen)化和生(sheng)態(tai)保護,提(ti)升縣城人居環境質量

(二十六)加強歷(li)史(shi)文(wen)(wen)(wen)化(hua)(hua)保(bao)護(hu)傳(chuan)(chuan)承。傳(chuan)(chuan)承延(yan)續歷(li)史(shi)文(wen)(wen)(wen)脈,厚(hou)植傳(chuan)(chuan)統文(wen)(wen)(wen)化(hua)(hua)底蘊(yun)。保(bao)護(hu)歷(li)史(shi)文(wen)(wen)(wen)化(hua)(hua)名城(cheng)名鎮和歷(li)史(shi)文(wen)(wen)(wen)化(hua)(hua)街(jie)區(qu),保(bao)留歷(li)史(shi)肌理、空(kong)間尺度(du)、景觀(guan)環(huan)境。加強革命文(wen)(wen)(wen)物(wu)、紅(hong)色遺(yi)(yi)址、文(wen)(wen)(wen)化(hua)(hua)遺(yi)(yi)產保(bao)護(hu),活化(hua)(hua)利用(yong)歷(li)史(shi)建(jian)筑(zhu)和工業遺(yi)(yi)產。推動非物(wu)質文(wen)(wen)(wen)化(hua)(hua)遺(yi)(yi)產融入縣(xian)城(cheng)建(jian)設。鼓(gu)勵(li)建(jian)筑(zhu)設計傳(chuan)(chuan)承創新。禁止拆真建(jian)假(jia)、以(yi)假(jia)亂真,嚴禁隨意拆除老(lao)建(jian)筑(zhu)、大規模(mo)遷移(yi)砍伐(fa)老(lao)樹,嚴禁侵占(zhan)風(feng)景名勝區(qu)內土地。

(二十七)打造藍綠(lv)生(sheng)態空間。完善生(sheng)態綠(lv)地系統,依托山(shan)(shan)水(shui)林田湖草等(deng)自(zi)然(ran)基底建設生(sheng)態綠(lv)色廊道,利用周(zhou)邊荒山(shan)(shan)坡(po)地和(he)(he)污染土地開展國(guo)土綠(lv)化,建設街心綠(lv)地、綠(lv)色游憩空間、郊野公(gong)園。加強河道、湖泊、濱海地帶等(deng)濕地生(sheng)態和(he)(he)水(shui)環境(jing)修復,合理保(bao)持水(shui)網(wang)密度(du)和(he)(he)水(shui)體(ti)自(zi)然(ran)連(lian)通(tong)。加強黑臭水(shui)體(ti)治理,對河湖岸線進行生(sheng)態化改造,恢復和(he)(he)增強水(shui)體(ti)自(zi)凈能力。

(二十八)推進生產(chan)生活低(di)碳化。推動能(neng)源清潔低(di)碳安全(quan)高效利用(yong),引(yin)導非化石能(neng)源消費和分布式(shi)能(neng)源發展,在有(you)條(tiao)件(jian)的地區推進屋頂分布式(shi)光伏發電。堅決(jue)遏制“兩高”項目(mu)盲(mang)目(mu)發展,深入推進產(chan)業園區循環化改(gai)造。大力(li)發展綠色(se)建筑,推廣裝配式(shi)建筑、節(jie)能(neng)門窗、綠色(se)建材、綠色(se)照明,全(quan)面(mian)推行(xing)綠色(se)施工。推動公(gong)共交通工具(ju)和物(wu)流配送、市政環衛(wei)等車(che)輛電動化。推廣節(jie)能(neng)低(di)碳節(jie)水(shui)用(yong)品和環保(bao)再生產(chan)品,減少一(yi)次性(xing)消費品和包裝用(yong)材消耗。

(二十九)完善垃(la)圾收(shou)(shou)集(ji)(ji)處理(li)體系。因地(di)制宜建設(she)(she)生活垃(la)圾分(fen)(fen)類(lei)處理(li)系統,配備滿足分(fen)(fen)類(lei)清運(yun)需求、密封性好、壓縮式的收(shou)(shou)運(yun)車(che)輛,改造(zao)垃(la)圾房和(he)轉運(yun)站,建設(she)(she)與清運(yun)量相適(shi)應的垃(la)圾焚燒設(she)(she)施,做好全流程惡臭防治。合理(li)布局危險(xian)廢棄物收(shou)(shou)集(ji)(ji)和(he)集(ji)(ji)中利用處置設(she)(she)施。健全縣域醫療廢棄物收(shou)(shou)集(ji)(ji)轉運(yun)處置體系。推進大宗固體廢棄物綜合利用。

(三十)增強污(wu)水收集(ji)處理能力。完善老城區及城中(zhong)村(cun)等重點區域污(wu)水收集(ji)管網,更新修復混錯接、漏(lou)接、老舊破損(sun)管網,推進(jin)雨(yu)污(wu)分流改(gai)造。開展(zhan)污(wu)水處理差別化(hua)(hua)精準提標(biao),對現有污(wu)水處理廠進(jin)行擴(kuo)容改(gai)造及惡臭治理。在缺水地(di)區和水環境(jing)敏感地(di)區推進(jin)污(wu)水資源(yuan)化(hua)(hua)利用。推進(jin)污(wu)泥無害(hai)化(hua)(hua)資源(yuan)化(hua)(hua)處置,逐步(bu)壓減污(wu)泥填(tian)埋規模。

七、提高縣城(cheng)輻射(she)帶動鄉村能(neng)力(li),促進縣鄉村功能(neng)銜接互補

(三十一)推進(jin)縣城(cheng)基礎(chu)設施向(xiang)(xiang)鄉(xiang)(xiang)村(cun)延伸。推動(dong)(dong)市(shi)政供(gong)水供(gong)氣供(gong)熱管(guan)網(wang)向(xiang)(xiang)城(cheng)郊鄉(xiang)(xiang)村(cun)及規模(mo)較大(da)鎮延伸,在(zai)有條件的(de)地區(qu)推進(jin)城(cheng)鄉(xiang)(xiang)供(gong)水一體化。推進(jin)縣鄉(xiang)(xiang)村(cun)(戶)道路連通、城(cheng)鄉(xiang)(xiang)客(ke)運一體化。以需求為(wei)導向(xiang)(xiang)逐步(bu)推進(jin)第(di)五(wu)代移動(dong)(dong)通信網(wang)絡(luo)和千兆光(guang)網(wang)向(xiang)(xiang)鄉(xiang)(xiang)村(cun)延伸。建(jian)設以城(cheng)帶鄉(xiang)(xiang)的(de)污水垃(la)圾收集處理系(xi)統。建(jian)設聯結(jie)城(cheng)鄉(xiang)(xiang)的(de)冷鏈物流、電商平臺、農貿市(shi)場網(wang)絡(luo),帶動(dong)(dong)農產品進(jin)城(cheng)和工業品入(ru)鄉(xiang)(xiang)。建(jian)立城(cheng)鄉(xiang)(xiang)統一的(de)基礎(chu)設施管(guan)護(hu)運行(xing)機制,落實管(guan)護(hu)責(ze)任。

(三十(shi)二(er))推(tui)進縣(xian)城(cheng)公共服(fu)務(wu)向鄉(xiang)村覆蓋。鼓勵縣(xian)級(ji)醫院與鄉(xiang)鎮衛生院建立緊密型縣(xian)域(yu)醫療(liao)衛生共同體,推(tui)行(xing)派駐(zhu)、巡診、輪崗等方式,鼓勵發(fa)展(zhan)遠程(cheng)醫療(liao),提(ti)升非縣(xian)級(ji)政府(fu)駐(zhu)地(di)特大鎮衛生院醫療(liao)服(fu)務(wu)能力。發(fa)展(zhan)城(cheng)鄉(xiang)教(jiao)育聯(lian)合體,深化義務(wu)教(jiao)育教(jiao)師“縣(xian)管校(xiao)聘”管理改革(ge),推(tui)進縣(xian)域(yu)內校(xiao)長教(jiao)師交(jiao)流輪崗。健全縣(xian)鄉(xiang)村銜接的(de)三級(ji)養老(lao)服(fu)務(wu)網(wang)絡,發(fa)展(zhan)鄉(xiang)村普(pu)惠型養老(lao)服(fu)務(wu)和(he)互(hu)助性養老(lao)。

(三十三)推進鞏固拓展脫貧(pin)攻(gong)堅成(cheng)果同(tong)鄉村振(zhen)興(xing)有效銜(xian)接。以(yi)國家(jia)鄉村振(zhen)興(xing)重點(dian)幫扶縣(xian)和(he)易(yi)地扶貧(pin)搬(ban)遷大中型集中安置區為(wei)重點(dian),強(qiang)化政策支持,守(shou)住不發生(sheng)(sheng)規模性返(fan)貧(pin)底線。推動國家(jia)鄉村振(zhen)興(xing)重點(dian)幫扶縣(xian)增(zeng)強(qiang)鞏固脫貧(pin)成(cheng)果及(ji)內生(sheng)(sheng)發展能(neng)(neng)力。推進大中型集中安置區新型城(cheng)鎮化建設,加強(qiang)就業(ye)和(he)產業(ye)扶持,完善產業(ye)配(pei)套(tao)設施、基(ji)礎設施、公共服務設施,提升(sheng)社(she)區治理能(neng)(neng)力。

八(ba)、深化體制機制創(chuang)新,為縣城建設提供政策保障

(三十四)健全(quan)(quan)農(nong)業(ye)轉(zhuan)(zhuan)(zhuan)移(yi)(yi)人(ren)(ren)口(kou)(kou)市民(min)(min)化(hua)機(ji)制。全(quan)(quan)面(mian)落實取消(xiao)縣城(cheng)(cheng)落戶(hu)限制政(zheng)策,確保(bao)(bao)(bao)(bao)穩(wen)定就業(ye)生活(huo)的外來人(ren)(ren)口(kou)(kou)與(yu)(yu)本(ben)(ben)地(di)(di)農(nong)業(ye)轉(zhuan)(zhuan)(zhuan)移(yi)(yi)人(ren)(ren)口(kou)(kou)落戶(hu)一(yi)視同仁。確保(bao)(bao)(bao)(bao)新落戶(hu)人(ren)(ren)口(kou)(kou)與(yu)(yu)縣城(cheng)(cheng)居民(min)(min)享有同等(deng)公(gong)共服(fu)務,保(bao)(bao)(bao)(bao)障農(nong)民(min)(min)工(gong)(gong)等(deng)非戶(hu)籍常住人(ren)(ren)口(kou)(kou)均等(deng)享有教(jiao)育(yu)、醫療、住房保(bao)(bao)(bao)(bao)障等(deng)基(ji)本(ben)(ben)公(gong)共服(fu)務。以新生代(dai)農(nong)民(min)(min)工(gong)(gong)為(wei)重點(dian)推動社會保(bao)(bao)(bao)(bao)險(xian)參(can)保(bao)(bao)(bao)(bao)擴(kuo)面(mian),全(quan)(quan)面(mian)落實企業(ye)為(wei)農(nong)民(min)(min)工(gong)(gong)繳納(na)職工(gong)(gong)養(yang)老(lao)、醫療、工(gong)(gong)傷、失業(ye)、生育(yu)等(deng)社會保(bao)(bao)(bao)(bao)險(xian)費的責(ze)任,合理引導靈(ling)活(huo)就業(ye)農(nong)民(min)(min)工(gong)(gong)按規(gui)定參(can)加(jia)職工(gong)(gong)基(ji)本(ben)(ben)醫療保(bao)(bao)(bao)(bao)險(xian)和城(cheng)(cheng)鎮(zhen)職工(gong)(gong)基(ji)本(ben)(ben)養(yang)老(lao)保(bao)(bao)(bao)(bao)險(xian)。依法保(bao)(bao)(bao)(bao)障進(jin)城(cheng)(cheng)落戶(hu)農(nong)民(min)(min)的農(nong)村土地(di)(di)承包(bao)權(quan)、宅基(ji)地(di)(di)使(shi)用權(quan)、集體收益(yi)(yi)分配(pei)權(quan),支(zhi)持其(qi)依法自愿有償轉(zhuan)(zhuan)(zhuan)讓上(shang)述權(quan)益(yi)(yi)。建立健全(quan)(quan)省以下財政(zheng)轉(zhuan)(zhuan)(zhuan)移(yi)(yi)支(zhi)付與(yu)(yu)農(nong)業(ye)轉(zhuan)(zhuan)(zhuan)移(yi)(yi)人(ren)(ren)口(kou)(kou)市民(min)(min)化(hua)掛鉤(gou)機(ji)制,重點(dian)支(zhi)持吸(xi)納(na)農(nong)業(ye)轉(zhuan)(zhuan)(zhuan)移(yi)(yi)人(ren)(ren)口(kou)(kou)落戶(hu)多(duo)的縣城(cheng)(cheng)。建立健全(quan)(quan)省以下城(cheng)(cheng)鎮(zhen)建設用地(di)(di)增加(jia)規(gui)模與(yu)(yu)吸(xi)納(na)農(nong)業(ye)轉(zhuan)(zhuan)(zhuan)移(yi)(yi)人(ren)(ren)口(kou)(kou)落戶(hu)數量掛鉤(gou)機(ji)制,專(zhuan)項安(an)排與(yu)(yu)進(jin)城(cheng)(cheng)落戶(hu)人(ren)(ren)口(kou)(kou)數量相適(shi)應的新增建設用地(di)(di)計(ji)劃(hua)指標。

(三十五)建立多元可持(chi)續的(de)投(tou)(tou)(tou)融(rong)資(zi)機制。根據項目(mu)(mu)屬性和(he)(he)收益(yi),合理謀(mou)劃(hua)投(tou)(tou)(tou)融(rong)資(zi)方(fang)(fang)案。對公益(yi)性項目(mu)(mu),加強(qiang)地方(fang)(fang)財政資(zi)金(jin)(jin)(jin)投(tou)(tou)(tou)入,其(qi)中(zhong)(zhong)符(fu)合條件項目(mu)(mu)可通(tong)過中(zhong)(zhong)央預(yu)算(suan)內(nei)投(tou)(tou)(tou)資(zi)和(he)(he)地方(fang)(fang)政府專項債券予(yu)以支持(chi)。對準(zhun)公益(yi)性項目(mu)(mu)和(he)(he)經營性項目(mu)(mu),提升縣(xian)域綜合金(jin)(jin)(jin)融(rong)服務(wu)水平(ping)(ping),鼓勵銀行業(ye)(ye)金(jin)(jin)(jin)融(rong)機構(gou)(gou)特別是開(kai)發性政策(ce)性金(jin)(jin)(jin)融(rong)機構(gou)(gou)增加中(zhong)(zhong)長期貸款投(tou)(tou)(tou)放(fang),支持(chi)符(fu)合條件的(de)企業(ye)(ye)發行縣(xian)城新型(xing)城鎮化建設(she)專項企業(ye)(ye)債券。有效防范化解地方(fang)(fang)政府債務(wu)風(feng)險,促進縣(xian)區財政平(ping)(ping)穩(wen)運行。引導(dao)社(she)(she)會資(zi)金(jin)(jin)(jin)參與(yu)縣(xian)城建設(she),盤活(huo)國(guo)有存(cun)量優質資(zi)產(chan),規范推廣政府和(he)(he)社(she)(she)會資(zi)本合作模式,穩(wen)妥推進基(ji)礎設(she)施領(ling)域不動(dong)產(chan)投(tou)(tou)(tou)資(zi)信托基(ji)金(jin)(jin)(jin)試點,鼓勵中(zhong)(zhong)央企業(ye)(ye)等(deng)參與(yu)縣(xian)城建設(she),引導(dao)有條件的(de)地區整合利用好既有平(ping)(ping)臺公司。完善公用事業(ye)(ye)定價機制,合理確定價格水平(ping)(ping),鼓勵結合管網(wang)改造降低(di)漏損率和(he)(he)運行成(cheng)本。

(三十(shi)六)建(jian)(jian)立(li)集約高(gao)效(xiao)(xiao)(xiao)的建(jian)(jian)設(she)用(yong)(yong)地(di)(di)(di)利(li)用(yong)(yong)機制。加(jia)強存量低(di)效(xiao)(xiao)(xiao)建(jian)(jian)設(she)用(yong)(yong)地(di)(di)(di)再開發(fa),合理安排(pai)新增建(jian)(jian)設(she)用(yong)(yong)地(di)(di)(di)計劃指(zhi)標(biao),保障縣城建(jian)(jian)設(she)正常(chang)用(yong)(yong)地(di)(di)(di)需(xu)求。推(tui)廣節地(di)(di)(di)型、緊湊式(shi)(shi)高(gao)效(xiao)(xiao)(xiao)開發(fa)模式(shi)(shi),規范建(jian)(jian)設(she)用(yong)(yong)地(di)(di)(di)二級(ji)市場(chang)。鼓勵采用(yong)(yong)長期租賃、先(xian)租后讓、彈性年期供應等方式(shi)(shi)供應工(gong)業用(yong)(yong)地(di)(di)(di),提升現有工(gong)業用(yong)(yong)地(di)(di)(di)容積率(lv)和(he)單位用(yong)(yong)地(di)(di)(di)面積產出率(lv)。穩妥開發(fa)低(di)丘緩坡地(di)(di)(di),合理確(que)定(ding)開發(fa)用(yong)(yong)途、規模、布局和(he)項目用(yong)(yong)地(di)(di)(di)準入(ru)門檻(jian)。按(an)照國家統一(yi)部署,穩妥有序推(tui)進農村集體經營性建(jian)(jian)設(she)用(yong)(yong)地(di)(di)(di)入(ru)市。

九、組織實(shi)施

(三十七)加強(qiang)組(zu)織(zhi)領導(dao)。堅持和(he)(he)加強(qiang)黨(dang)的全面領導(dao),發揮各級黨(dang)組(zu)織(zhi)作(zuo)(zuo)用,建立中央指導(dao)、省(sheng)負(fu)總(zong)責、市縣抓落實的工(gong)作(zuo)(zuo)機(ji)制,為推(tui)進以縣城(cheng)(cheng)(cheng)為重要載體(ti)(ti)的城(cheng)(cheng)(cheng)鎮(zhen)(zhen)化(hua)(hua)建設提供根本保證。發揮城(cheng)(cheng)(cheng)鎮(zhen)(zhen)化(hua)(hua)工(gong)作(zuo)(zuo)暨(ji)城(cheng)(cheng)(cheng)鄉融合發展(zhan)工(gong)作(zuo)(zuo)部際聯席會議制度作(zuo)(zuo)用,國家發展(zhan)改革委要會同各成員單位,強(qiang)化(hua)(hua)統籌協(xie)調和(he)(he)政策保障,扎(zha)實推(tui)進示范等工(gong)作(zuo)(zuo)。各省(sheng)(自治(zhi)區、直轄市)要明(ming)確具體(ti)(ti)任務舉措,做(zuo)好組(zu)織(zhi)協(xie)調和(he)(he)指導(dao)督(du)促(cu)。各市縣要強(qiang)化(hua)(hua)主(zhu)體(ti)(ti)責任,切實推(tui)動目標任務落地(di)見效。

(三十八(ba))強化(hua)規劃(hua)(hua)引領。堅(jian)持“一(yi)縣一(yi)策”,以縣城為主,兼顧縣級(ji)市(shi)城區和非縣級(ji)政府駐地特(te)大鎮,科學(xue)編制和完善建(jian)(jian)設(she)方案,按(an)照(zhao)“缺什么(me)補什么(me)”原則,明(ming)確建(jian)(jian)設(she)重點、保障措施、組織實施方式(shi),精準補齊(qi)短(duan)板弱(ruo)項(xiang),防止盲(mang)目(mu)重復建(jian)(jian)設(she)。堅(jian)持項(xiang)目(mu)跟著規劃(hua)(hua)走,科學(xue)謀劃(hua)(hua)儲備(bei)建(jian)(jian)設(she)項(xiang)目(mu),切實做好(hao)項(xiang)目(mu)前(qian)期工作。

(三十九)推(tui)動試(shi)點先行。合(he)理把(ba)握縣城(cheng)(cheng)建(jian)設的時(shi)序(xu)、節奏、步驟。率先在示(shi)范地區推(tui)動縣城(cheng)(cheng)補短板強弱項(xiang),細化(hua)實(shi)化(hua)建(jian)設任務,創(chuang)新(xin)政策支撐機(ji)制和(he)項(xiang)目投資運營模式,增強縣城(cheng)(cheng)綜(zong)合(he)承載(zai)能(neng)力,及(ji)早取得實(shi)質(zhi)性進展。在示(shi)范工作基礎上,及(ji)時(shi)總結推(tui)廣典(dian)型經驗和(he)有效做法,穩步有序(xu)推(tui)動其他縣城(cheng)(cheng)建(jian)設,形成以縣城(cheng)(cheng)為重(zhong)要(yao)載(zai)體的城(cheng)(cheng)鎮化(hua)建(jian)設有效路徑。
